Overview of the Accounting Division

SANDAG has implemented rigorous accounting processes and financial reporting procedures to monitor expenses, encumbrances, grant funds, and project budgets, and accurately document various types of financial transactions. The agency has been awarded the Government Finance Officers Association’s (GFOA) Certificate of Achievement for Excellence in Financial Reporting for its Comprehensive Annual Financial Report (CAFR) for the past five years.

In May 2017, the Board of Directors adopted the FY 2018 annual Program Budget totaling approximately $1.3 billion. Funding for the various projects and programs comes from more than 30 different federal, state, and local sources in the form of formula and discretionary grants, city revenues, and local transportation sales tax revenues. The Accounting Division has a role in supporting all agency programs – through functions such as accounts payable/receivable, payroll, and cash receipts through to cash flow analysis, debt management, and financial reporting. The Accounting team is regarded for their ability to maintain an exceptional level of accuracy and for providing outstanding customer service.

Senior Accountant Role

The Senior Accountant will provide leadership for a five-person team who perform a range of accounting and financial activities such as accounts payable, accounts receivable, cash receipts, payroll processing, monthly general ledger reconciliations, year-end close, financial audit support, and financial statement preparation.

Job Responsibilities

This opportunity is ideal for an experienced accountant, someone who has the skill to perform the technical requirements of the position and has a strong interest in furthering their accounting expertise in a regional agency setting. We anticipate career development will occur while working on the types of duties and responsibilities described below and through mentoring and close collaboration with the Finance Manager. The primary responsibilities for this position include:

-Coordinate financial management systems and records; ensure that financial records are accurate and comply with generally accepted accounting principles (GAAP) and regulations, codes, policies, rules, and procedures. -Supervise a wide variety of functions such as accounts payable, accounts receivable, cash receipts, payroll processing, capital assets, journal entries, and general ledger reconciliations. -Perform batch review and posting for accounts payable, accounts receivable, payroll, cash receipts, and related journal entries. -Work with a Financial Analyst to maintain capital asset accounting records including capital improvement project tracking and reclassification, fixed asset additions, dispositions and depreciation, and the preparation of any related schedules. -Prepare general ledger account reconciliations; research variances and analyze financial data to resolve discrepancies. -Participate in and coordinate year-end closing procedures; prepare financial reports and required disclosures in stand-alone financial statements and the CAFR. -Participate in financial and compliance audits conducted by independent certified public accounting firms; prepare and provide information and requested schedules. -Supervise, mentor, train, and support development opportunities for staff; meet with employees to identify and resolve problems; review and evaluate work products, methods, and procedures; oversee and coordinate the development, preparation, and implementation of a diverse range of projects assigned to the group. -Supervise account reconciliation processes; examine accounting transactions to ensure accuracy; review and correct financial records as necessary; prepare adjusting entries; post entries into the accounting system. -Participate in the development and implementation of new or revised finance and accounting programs, systems, procedures, and methods of operation; conduct surveys and perform research and analyses on finance and accounting problems or issues. -Monitor and evaluate internal controls and reconciliation procedures used for accounting and financial record-keeping and reporting; recommend and implement enhancements to ensure effective systems are in place and are in accordance with federal and state regulations, GAAP, and agency procedures. -Administer the online banking portal; monitor the agency’s banking activities, release wires, Automated Clearing House (ACH), and fund transfers. -Prepare and present written, oral, and visual reports to the Board of Directors, policy and stakeholder committees, member agencies, private organizations, and members of the public. -Develop project plans, Requests for Proposals, scopes of work, project deliverables, budgets, and schedules; participate in the selection of consultants and vendors; administer contracts and ensure projects progress on schedule, within the approved budget, and at a consistently high level of quality. -Coordinate and participate in the preparation of reporting requirements to outside government entities and banking institutions. -Provide support to the Senior Budget Program Analyst and participate in budget development and maintenance, and expenditure controls.

Experience and Qualifications

Numerous factors contribute to an individual’s ability to be successful in any given role. For this position, we are searching for a detail-oriented candidate who has a strong technical background with exceptional analytical capabilities and organizational skills, the ability to maintain accuracy while meeting numerous time-sensitive deadlines. Superior communication and customer service skills are also needed.

The minimum education, training, and experience qualifications include a bachelor’s degree with major course work in accounting, finance, business administration, or a related field, and five years of recent professional finance and accounting experience providing support for accounting and finance operations, including lead or supervisory experience, preferably in a public sector organization. A CPA certification is desirable.

-Demonstrated knowledge and experience with the principles and practices of financial accounting and reporting. -Demonstrated knowledge of generally accepted accounting principles, procedures, and practices (GAAP); familiarity with current issues and emerging trends related to Accounting Authoritative Guidance is desirable. -Familiarity with laws, regulations, and reporting requirements pertaining to municipal finance administration, government accounting, and the receipt and expenditure of public funds is desirable. -Knowledge of auditing practices and experience preparing for and coordinating financial audits conducted by independent auditors. -Experience supervising functions such as accounts payable, accounts receivable, cash receipts, payroll processing, capital assets, journal entries, and general ledger reconciliations. -Demonstrated experience preparing and reviewing journal entries and reconciling general ledger accounts; experience analyzing, reconciling, and balancing accounts with high transaction volume; ability to identify errors and make corrections to financial records. -Experience maintaining capital asset accounting records, fixed asset additions, dispositions and depreciation, and the preparation of schedules. -Demonstrated experience preparing complex financial statements and comprehensive reports that conform to accepted auditing standards and accounting principles. -Demonstrated ability to implement and maintain internal control procedures and transaction processing efficiency for applicable business functions; ability to continuously monitor the efficiency and effectiveness of accounting and finance methods and procedures. -Experience evaluating government fund operations including revenue and expenditure trends, financial commitments, and future revenue; experience collecting and analyzing financial information and providing recommendations for efficient use of resources and procedures. -Demonstrated ability to research and analyze financial issues, evaluate alternative solutions, develop sound conclusions and prepare recommendations, and keep management apprised of issues and concerns. -Experience supervising, providing technical direction, and evaluating the work of professional and technical employees; experience coordinating project teams. -Ability to communicate technical information effectively, both orally and in writing, to a broad range of audiences; ability to prepare clear, concise and comprehensive accounting statements, reports, and other written materials -Experience with project management functions including preparing budgets and schedules; RFPs, scopes of work, and contracts; experience evaluating proposals and selecting and managing consultants. -Demonstrated ability to establish and maintain effective working relationships with those contacted in the course of work including internal and external partners. -Excellent organizational skills, and the ability to manage several concurrent projects at various stages of completion; ability to establish and maintain priorities and work independently. -Demonstrated computer software proficiency using various programs from the Microsoft Office Suite, financial management systems, and other PC-based applications; experience with ONESolution is desirable. -The selected candidate can anticipate a driving record check upon hire, and approximately annually thereafter. The results of the check may determine whether the selected candidate will be permitted to drive for SANDAG business.

The annual salary range for the Senior Accountant position is $64,362 to $107,099 per year.
