The hiring salary range is $92,331.20 – $115,419.20 annually

Job Title: ASSISTANT DIRECTOR – FINANCE Department: Finance Reports To: Director – Finance FLSA Status: Exempt Job Status: Full-time; Non Classified Salary Grade: 121

SUMMARY:  The purpose of this position is to lead, manage, direct, and supervise the activities and performance of operations in the Finance Department, including accounting, accounts payable, revenue, and utility billing divisions. This position requires advanced knowledge of, and experience with, governmental accounting, treasury, debt management, internal controls, and other financial management practices. The Assistant Director manages division goals and objectives, leads projects, performs complex reviews and analyses; implements policies and best practices, coordinates assigned responsibilities with staff and other city departments, outside agencies, and consultants; serves on and/or supports various city committees; and acts as Director of the department in the absence of the Director.

ESSENTIAL DUTIES AND RESPONSIBILITIES:  The list of duties and responsibilities is illustrative only, and is not a comprehensive listing of all the duties and responsibilities performed.•Supervises and trains staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring that employees follow policies and procedures; making hiring, termination, and disciplinary recommendations •Assists in directing the activities of the department to include overseeing the development and administration of policies, procedures, programs, goals and objectives •Provides guidance and direction to staff on interpretation and implementation of GAAP and GASB pronouncements. Oversees year-end audit and financial reporting including the production of the City's Comprehensive Annual Financial Report, ensuring compliance with generally accepted accounting principles, applicable laws, regulations and audit requirements. •Oversees and manages treasury and debt operations including banking relations, investment management, debt issuance and post-issuance compliance requirements •Interprets, implements and ensures compliance with investment and debt policies and related statutory and regulatory requirements. •Provides direction and guidance to external consultants and/or vendors engaged in studies and projects on behalf of the City; initiates and monitors the progress of special studies to undertaken by internal staff •Reviews departmental operations to determine the efficiency and effectiveness of services and/or programs •Serves as liaison with employees and contractors; represents the city at a variety of meetings, public events, training sessions, on committees, and/or other related events •Coordinates activities with other agencies, internal departments, and/or other applicable parties •Develops and maintains short and long-term strategic planning processes and coordinates departmental efforts related to assigned areas of responsibility •Prepares or directs, reviews, interprets, and analyzes a variety of information, data, and reports, work papers, communications, schedules, and/or statements to and from internal departments, external agencies, and/or other applicable organizations •Provides guidance and assistance in the resolution of difficult accounting issues; interprets and resolves accounting problems identified by staff, auditors or other departments; and researches and analyzes information and financial reports, summaries, statistical data, findings and recommendations •Acts in the absence of the Director •Maintains regular attendance and punctuality •Performs other duties of a similar nature or level SUPERVISORY RESPONSIBILITIES Exercises supervision of personnel in related area of responsibility.

EDUCATION and/or EXPERIENCE:  Bachelor's Degree in Accounting, Finance or Business; five years professional experience in accounting, auditing, or a closely related activity; and three years of progressively responsible management experience directly related to the area assigned; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

CERTIFICATES, LICENSES, REGISTRATIONS:  Must have at time of hire and be able to maintain a valid Arizona Driver License.

PHYSICAL DEMANDS:  Positions in this class typically require: fingering, grasping, talking, hearing, seeing, and repetitive motions.

Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body.
