This course will focus on two main areas involving program budgeting; the identification of the services that an organization provides with program inventory:, and the translation of a line-item budget into a Program Budget identifying program costs. Getting to a program level understanding of "what you do," and a transparent and accurate understanding of "how much it costs" to provide those programs is a critical ingredient for understanding what options you have as an organization to enhance what you're currently doing. Additionally, methods and tools will be provided that allows you to evaluate the fees, rates and charges that you have on a program-by-program basis, to make comparisons to other organizations, communicate with departments for program evaluation, workforce evaluation methods, and ultimately methods and tools that helps transition your approach (or the department's approach) from line-item budgeting to program budgeting.
Those who successfully complete this seminar should be able to:
- Evaluate the fees, rates and charges that you have on a program-by-program basis
- Compare other public-sector, or private sector service providers, to the extent that you want to evaluate the efficiency or the appropriate sourcing of your programs
- Integrate departments into the process of understanding and communicating better what they do, and how much it costs, on a program level
- Analyze how your workforce is associated with programs
- Transition your approach (or the department's approach) from line-item budgeting to program budgeting
